[pjsip] Binary for Windows

[Klaus Darilion]

1. download and install mingw
http://downloads.sourceforge.net/mingw/MinGW-5.1.3.exe

2. download and install msys
http://downloads.sourceforge.net/mingw/MSYS-1.0.10.exe

3. configure msys' /etc/fstab to  mount the location where you have 
extracted pjproject

4. start msys (= a bash shell) and go to the location of pjproject

5. ./configure; make dep; make
