[pjsip] Win32 build doesn't build because of stddef.h

I apologize myself for asking this - but what is the "Win32 Macro"? Or
do you mean those #defines?
If so, this is what I got:

NDEBUG
PJ_WIN32=1
PJ_M_I386=1
WIN32
_CONSOLE
