[pjsip] Bug on pjsua_call_xfer_replaces

Yes, exactly. My mistake. What I meant to say was ticket #850 removed the
"Require=replaces" in pjsua application. Nothing changed in the library, and
app should use the PJSUA_XFER_NO_REQUIRE_REPLACES flag too when making the
attended call transfer.
